Policy for Allocation of Govt. wasteland on lease basis for establishing RE Generation Park (Wind Solar Hybrid Park) (G.R. dtd 25.01.2019)
-Technical capacity for RE Hybrid Park – 1000 MW or more having infrastructure facilities
-Eligibility Criteria – Any individual / Unit / Company / Consortium
-Technical Eligibility Criteria – Bidders / Affiliates / Developers should have experience of setting up Wind and/OI Solar Power Project of at least 250 MW
-Financial Eligibility Criteria – Bidders / Affiliates / Developers should have Net Worth Rs 10 Lakh / MW of previous financial year
-Allocation of land on lease basis – 40 years (10 years – developments 30 years – operation) at lease rentals of Rs 15000 p.a. with 15% escalation of every 3 years
-High Power Committee to finalize selection of RE Park Developer taking into consideration various techno-financial criteria viz. Financial Strength. Net Worth, Generation Capacity. Organizational Capacity, Experience, RE Manufacturing base in Gujarat, RE Investment in Gujarat, etc.
-RE Project Development – 50% development at the end of 5 years and 100% completion at the end of 10 years
Scheme for development of Small scale power project -2019 (G.R. dated 06.03.2019)
-Applicability to Small Scale Distributed Solar Projects of size of 500 KW to 4 MW
-Inability of small investors to participate and compete in Competitive bidding process (on account of high minimum capacity requirement)
-Promotion of small investments and projects in decentralized manner
-PPAs to be executed @ average rate of tariffs contracted by GUVNL under Competitive Bidding plus Rs. 0.20 per unit (tariffs to be reviewed every six months)
-GERC has already approved the mechanism of tariff
